The State of California has asked all towns
and cities to start allowing small "Granny" units to be built on existing lots. There is no planning oversight. Just design a reasonably good looking small (up to 1200SF) guest house. There is building dept. review
There is a thorough review of all the codes and requirements that would be needed for a brand new home. (Quite an extensive list).
If you are using a garage for an ADU, the requirements are the same for any remodel.
Parking requirements are waived for ADU's
Lot setbacks are minimized at 3'.
If you have a large enough property, you may be able to build an ADU or "guest house" on your lot. It can be for a family member or to rent out. No income requirements.
